The Financial Modernization Act of 2000 or Gramm-Leach-Bliley, a Wall Street written bill did just that. In December 1999, a measure to approve it was slipped into a multi-thousand page budget bill. And most congressmen were unaware because the measure occupied just a few lines. But the Clinton Administration knew it was there. And Bill Clinton signed it into law for his Wall Street Buddies …whom he still takes money from today through the Clinton Foundation.
